Yes, it's official, the OLPC RMA people suck beyond believe. I called this number just now:

Where I talked to a very nice woman who collected all my info yet again. I asked if she could look up and see why my refund was never issued. "No, sorry I don't have that info." Then she forwarded me onto the first number in my list of number which of course just forwards back to her.
Now I have to wait another 7 to 10 days. Maybe this time I'll get a refund, though I doubt it. I believe this might have been my twelve call into them.
