Fading LCD screen and slow refresh

The Problem: The LCD screen has an extremely slow refresh rate on the order of seconds, where it "fades" the updates in and out. To get a similar effect, on say a cellphone for example, put it in the freezer (this should not hurt it), and then try to use it after it gets cold. The LCD becomes very sluggish. This is the state my LCD is in, in addition, colors are become washed out and non-existant, although black and white is still good.

The attempted fix: Reinstalling the base image using the Activated Upgrade instructions which wipes everything and starts fresh.

I've asked around in olpc-help IRC, and so far, only one person (cjb) has seen a similar problem and it was a bad LCD. I'd like to know if anyone else has seen this, and if it is in fact an LCD gone bad.

The only thing I haven't done is attempt to use Forth to try to peek and poke at the refresh rate registers.
